The KMS Nominating Committee — comprised of LaDona Schmidt, MD, Holton, Chair; Deb Doubek, MD, Manhattan; Rob Gibbs, MD, Parsons; Jay Gilbaugh, MD, Wichita; Mike Machen, MD, Quinter; and Mark Synovec, MD, Topeka — present the following slate of candidates for KMS annual elections to be held on Tuesday, January 24, 2023, at the KMS annual meeting in Topeka. Trustees and officers will serve two-year terms.

Robert Moser, MD
Candidate for Re-election as Central District Trustee II
Robert Moser, MD, serves as the acting Executive Director for the Kansas Center for Rural Health. Dr. Moser’s background demonstrates a broad experience in rural health care.
Dr. Moser was appointed dean of the University of Kansas School of Medicine-Salina campus on May 1, 2019. Previously, he was the executive director of The University of Kansas Hospital's Health Care Improvement Award, focused on improving the outcomes of heart disease and stroke for rural Kansans since late 2014. This program, now called the Care Collaborative started in 13 northwest Kansas counties in 2014 and expanded to include more than 70 counties across the state. Activities include a rural-based ACO and Patient Safety Organization known as the Kansas Clinical Improvement Collaborative.
Dr. Moser is a family physician and attended KU School of Pharmacy and KU School of Medicine. He completed his residency in family medicine at the Smoky Hill Family Practice Residency in Salina. Following his training, he practiced family medicine for 22 years in Tribune, KS. He left rural practice in 2010 to enter academic medicine and in January 2011, Dr. Moser was appointed by Gov. Sam Brownback as the Secretary and State Health Officer for the Kansas Department of Health and Environment, a position he served in until December 2014. In addition to serving as executive director for the Kansas Center for Rural Health, he is an associate clinical professor of public health practice with the University of Kansas School of Medicine Department of Population Health.
Dr. Moser served on the KMS Board of Trustees in 2009-2011 as the Jimmie A. Gleason MD Fellow. Dr. Moser served as Chair of the KMS Annual Meeting until 2021. Dr. Moser was elected to serve in his current position as Central District Trustee II in 2021.
Doug Gleason, MD
Candidate for Re-election as Eastern District Trustee II
Doug Gleason, MD, grew up in Topeka. He earned a Bachelor of Arts in Chemistry at Texas Christian University while playing tennis for TCU and was named Academic All American. He earned his Doctor of Medicine from the University of Kansas School of Medicine in Kansas City. He completed residency at Indiana University. Dr. Gleason returned to Topeka and began practicing at Lincoln Center OB/GYN in 1996. Dr. Gleason is married to his wife Angie and they have two adult daughters. Dr. Gleason is currently the President of Lincoln Center OB/GYN, a practice which has been serving the healthcare needs of women in Topeka and northeast Kansas for over 50 years.
Dr. Gleason served on the KMS Board of Trustees in 2012-2013 as the Jimmie A. Gleason MD Fellow and was elected to his current position as Eastern District Trustee II in 2021.
Jeremy J. Presley, MD, FAAFP
Candidate for Western District Trustee II
Jeremy Presley, MD, FAAFP, has practiced Family Medicine in his hometown of Dodge City at Family Practice Associates of Western Kansas, LLC, since 2010. He completed medical school at KU Medical School, Wichita, and residency at Via Christi Family Medicine Residency in 2010.
Currently he is on St. Catherine’s of Dodge City Medical Executive Committee, Vice President of Kansas Academy of Family Physicians Foundation, Past President of Kansas Academy of Family Physicians, and a local medical director for Aledade Kansas ACO. He also serves as the Kansas Alternate Delegate to the American Academy of Family Physicians Congress of Delegates.
Rob Gibbs, MD
Candidate for Re-election as AMA Delegate
Rob Gibbs, MD, earned his medical degree from the University of Kansas School of Medicine in 1998. He completed an Internal Medicine internship at KU School of Medicine in Wichita in 1999 and a Radiology residency in 2003. Dr. Gibbs is board certified by the American Board of Radiology.
Dr. Gibbs was the first recipient of the Kansas Medical Society’s Jimmie A. Gleason MD Leadership Award in 2003 and has been actively involved in KMS activities since that time. He was elected as an Alternate Delegate to the AMA in 2006 and has served on the KMS Board of Trustees since that time, being elected as KMS President in September 2017. Dr. Gibbs is an active member of the Labette County Medical Society, Kansas Medical Society, American Medical Association, Kansas Radiology Society, and the American College of Radiology.
Dr. Gibbs practices diagnostic radiology at Labette Health in Parsons. Dr. Gibbs and his wife, Dr. Vicki Rawdon Gibbs, have five children.
